Public Investment Application to be Piloted in Darkhan-Uul

"Orkhon 21st Century” NGO of Darkhan-Uul province, is going to pilot a mobile application called Public Investment designed to ensure citizen participation in state public investment. Voting will be piloted in Darkhan soum, Darkhan-Uul province, from April 4 to 18. Citizens of Darkhan-Uul will be able to download and vote for the mobile application from the Playstore and Appstore.

The 14-day campaign will be conducted through the media and social networks, and will be run by the Orkhon 21st Century NGO based in Darkhan soum, Darkhan-Uul province. The campaign will include a number of activities, with first being a meeting among the Governor of Darkhan soum and its 18 bag (the smallest administrative unit) governors, and citizens' representatives on April 5 to introduce the pilot voting application. The second activity is to interview voters and distribute their feedbacks and/or opinions to the public.

The Public Investment application has 4 main pages. The main menu will allow the citizens of Darkhan-Uul to get acquainted with the development policy documents of the province. In addition, Darkhan-Uul province’s approved state public investment, funding, performance, and project proposals submitted by citizens are ranked. Moreover, citizens can vote using the "New Proposal" button. From the other three pages (“Suggestions”, “Implementing”, and “Efficiency”), information has been developed on the progress of the state public investment projects in Darkhan-Uul, on the proposed projects as well as on their benefits.

The piloting process for voting by using this application has several steps. After citizens log in using his/her phone number, the first step is to select the arrow where he/she resides, meaning their administrative unities soum, with the second being to select the bag. At the step 3, after entering their phone number, citizens can vote by entering the confirmation code that came with their number.
