Mentoring of Local CSOs Started Successfully

Mentoring local civil society organizations to implement the MASAM II project in their localities, or 7 provinces and 3 districts of UB, by the project team of the Globe International Center has successfully started on March 16th. In the first mentoring activity, three different civil society organizations mentored on three different topics. S. Tserenpurev, head of the New Administrative Initiatives NGO based in Ulaanbaatar conducted a session on “How to monitor tenders?” She mentored all the participants on how to effectively participate in public procurement and control legal provisions, explained in detail the 3 stages of establishing a citizen monitoring group and 10 principles to be followed. Ts. Gantsetseg, a member of the LEOS branch in Bulgan, mentored on Research Methodology and presented the results of her research at Bulgan Province General Hospital, mainly covering the importance, components and scope of, a consumer evaluation survey. 

B.Lkhagvaa, head of the Khuvsguliin Khugjil, devshild or For the Prosperity of Khuvsgul, NGO, mentored on Assessing Budget Transparency in the Health Sector on the example of Family Clinic Centers (FHCs). For example, in accordance with 12.1.3-12.1.6 of the Law on Information Transparency and Right to Information, 2.1, 3.1, 3.1.5 of the Law on Glass Accounts and the principles of the Glass Account, how to ensure the budget transparency of FHCs through visiting a number of websites, including www.shilendans.gov.mn. According to her, the names of FHCs of Bulgan, Orkhon and Darkhan provinces are not available at all on www.shilendans.gov.mn. In addition, the budget transparency of Baruun Zuun Mod FHC of Tuv province is only limited to the amount of its budget and execution for the first two months of January and February, 2022, under the name of the expenditure item, but it is not fully reported. In the case of Selenge province, the budget execution results are placed in the Investment and Tender Procurement menu. FHCs in Nalaikh, Baganuur and Songinokhairkhan districts did not provide any information for the months of January and February, 2022, and only the budget and performance for 2021 were posted quarterly. Therefore, in order to clarify why FHCs do not ensure budget transparency within the framework of the law, local NGOS should make a request to provincial and district Finance and Treasury departments, inform the Finance and Internal Audit Office, request the State Audit, and submit information to the Ministry of Finance, Mongolia. She also called on the project’s local implementers to pay attention to the implementation of the law and join their forces.
