Using "Citizen Budget tool" training was held in Darkhan-Uul Province

From August to November 2022 GIC, (Globe International Center) the implementing partner of the MASAM II project provided the technical assistance in support the organization of budget literacy sessions titled “Developing Citizens budget booklet using tool” which run by WB project team. Conducted budget literacy sessions during this period are followings:

o   Individual training in development of the Citizen budget booklet by WB consultants J.Myagmar and E.Tsogbayar was held on 17-19 August, 2022 involving two specialists, G.Bazar, head of the  Finance and Treasure Department and D.Baasantsetseg, specialist of that department.  in Khuvsgul aimag

o   Regional training in Darkhan-Uul aimag involving relevant officials of 6 aimags on the development of citizens budget booklet the tool. The training involved 12 specialists of Finance and Treasure Department and Public Investment and Development Policy Department of Darkhan-Uul, Bulgan, Arkhangai, Selenge, Orkhon and Tuv aimags, and project officers from GIC and the World Vision, MASAM II implementing partner. The trainings were facilitated by WB consultants M.Khaliun, P.Ganchimeg, E.Tsogbayar and J.Myagmar who developed the tool to produce local sectoral citizens budget.

o   Pilot training on 25 and 27 October, 2022, for 2 specialists of Finance and Treasure Department and Public Investment and Development Policy Department of Nalaikh District was organized in Ulaanbaatar, Bishrelt Hotel’s Meeting hall. The training was facilitated by WB consultants E.Tsogbayar, L.Hanui and Ts.Doloonjin.

o   Training for districts relevant officials of the UB city was organized at the local office of WB Mongolia. 2 team members of the GIC attended this training by helping participants of Songinokhairkhan to use a tool. The training was facilitated by WB project team.

o   The GIC and World Vision’s MASAM II project team organized together the regional budget literacy session for a related officials of the Governors office of Eastern aimags namely Dornogobi, Sukhbaatar, Gobisumber, Dundgobi and Umnugobi aimags on 11-12 November 2022. This training where WB consultants taught the participants   to use tool to develop Citizen budget booklet was held in the center of Dornogbi aimag. 

o   Two related officials of the G.O of Dornod aimag /GIC’ target locations / involved to the training on budget literacy to the Hentii aimag’s session run by WB project team on 12-15 September 2022.

In total 30 related officials in charge of public investment and budget were equipped with necessary knowledge on using tool to develop CB booklet and moreover they are keen to develop the CBB for 2023. And 13 citizens budget booklet: Khuvsgul, Darkhan-Uul, Bulgan, Arkhangai, Selenge, Orkhon, Tuv, Dornod, Dornogobi and Suhbaatar aimags, and Nalaikh, Baganuur and Songinokhairkhan districts have been produced. GIC’s 6 project core staffs, who obtained knowledge on CB tool will continue to assist on development of CBB to the local CSOs. Also GIC’s project team developed the strategic plan to raise awareness on Citizen budget booklet. Discussing with the co-partner local CSOs, GIC developed the outreach dissemination plan for citizens interfaces developed within the project including CBB.
